powerful storms, people look for cover. >> there's widespread flooding all across the region. hello again. i'm don scott. >> i'm jessica kartalija. heavy rains all morning have

led to flooding. taking a look at rosedale, baltimore county, pulaski highway where emergency crews are on the scene after a car became stuck in high wart. this scene is playing out in areas around our state as a flash flood warning remains in effect. we have coverage south africa -- coverage of the massive system. >> we are not finished with this storm. you've already gotten a lot of rain. there's a will the more to come. we'll put this in motion. there's a few things we want to point out. first, notice this plume in this region of incredibly bright colors. they continue to come up from the south. underneath any one of the bands we could see another one to two inches of rain. it's migrating to the shore.

one of the things we need to show you, as far as range goes, this is what we've seen so far. this is estimated rainfall. in this purple area six inches worth of rain. farther south you go, eight to 10 inches worth of rain. notice it drops off but our dropoff numbers are three and four inches. some of the numbers from annapolis at the airport have come up to four or five inches of rain. there's a lot more to come and we cannot stress, if you come across a road covered in water, do not try to go over it. there's a phrase -- turn around, don't drown. for more, here's marty. >> i want to emphasize what bern was saying. we may not see the rain got out until the overnight. we may only be a third of the way through this weather event. let's bring you up to speed on the current watches, warnings

and advisories. it's easy to say where we don't have any. a flash flood warning for all caughts including baltimore city and the district of columbia except garrett, allegany, washington and frederick county. we have a tornado watch, not a warning, but a watch in effect until 1:30 for all counties for the state of delaware, all maryland counties excluding garrett, allegany, washington and frederick county. there is another concern. that is the high tide moving up the bay. 12:4 at bowly quarters. indianapolis was reporting the tide running a couple of feet above normal, so western shore, bay property owners, those, with concerns, marinas, those who have boats should be on the

lookout. you should note high tide in one specific location. the tide is definitely running above normal. once again, this event is nowhere near over with. we're about a third of the way through it. that's also why here at the mountain we're showing you the afternoon high tides. once again, there will be another push up the bay. we'll continue to watch the warnings and advisories. you'll find them at wjz.com. don, back to you. >> we continue with derek valcourt live in dundalk. good afternoon, derek. >> reporter: this is north point road here. you can see the water level is high. we're in an area of the road that has been closed off just about 15, 20 minutes ago the water was much higher. as we pulled up a police had

just finished pulling a car through. someone tried to go through it. they shouldn't have. they got stuck. police say this scene has been playing out all over maryland. by morning several roads had been washed out and a number of drivers had to be rescued after their cars were stuck in the reising waters. >> kept on going and within seconds she's floating. rolling the windows down saying help me, help me. >> reporter: the water backed up so bad that some neighborhoods had major basement flooding. so your basement is essentially flooded? >> yes. it's gone. i'm due in march and i had tons of baby stuff down there. >> reporter: people had live in this trailer park say this is good compared to how it was a short time ago. some of the neighbors say that water level was actually down about three feet, right about their knees, maybe higher. they say if is now receding but

its had already done a bit of damage to several of the trailers, wiping out some of the curtain underneath the trailer. some have water inside. neighbors say this has been unfun. in fact, the water problem is so bad that school was let out two hours early while emergency crews shut down roads. we've been talking to some of the police. they say the big problem is people have actually gone around those barriers they put up to keep you from driving down into the standing water. they say, of course, a lot of those people are getting stuck and that's where they're running into problems. they say the barriers are out there for a reason. they can't have a police officer at every barrier because there are too many roads flooded out.

baltimore county officials here say that they have had so many problems, they have now opened two emergency centers, one over at the essex senior center and another senior center. so if you have problems and need you got out of your home, you may have a flooded basement, they say that is a very good place to go, the essex senior center or atease senior city. if you're at home, it's a good idea to just stay there. don't be outside unless you have to. you will run into a lot of place, especially on the eastern side of baltimore county where we are live. >> all right. thank you for that. complete coverage continues with baltimore county executive jim smith. good afternoon. what can you tell us about baltimore county? >> good afternoon to you.

we're fairing fairly well. it helps when people use common sense. going around the barriers is -- it's hard to understand because we've had such great cooperation between so many of the agencies and the police and the public works, two of the agencies have been working hand and glove and a road that is partially closed until public works get there. they put up the barrier and the police go on to assist other areas. we need the cooperation of the public but all the agencies are working very, very well together. with respect to the two shelters, they're really open for people who feel threatened, particular thy those who are -- could be impacted by the tidal surge. that's supposed to owe consider

around 12:48 p.m. if they are afrayed for their pets we have coordinated with animal control. they can bring their pets. if they're bringing their pets with them, we're prepared to even take care of the pets. we have done 6500 row versus 911 calls. there are robocalls, mostly in eastern baltimore county advising them of the situation we see it as well as the resources that are available. we've also opened our public inquiry center for nonemergency calls, people who have questions about things. obviously, if you have an emergency, you should call 911, but, we practiced about three weeks ago or emergency response

>> reporter: the remnants of tropical storm nicole are moving up the east coast triggering flood warnings. rains and winds are making for a tough come mouth in new york. there maybe torrential rains through friday rapid there may be tornadoes, too in maryland a commuter bus accident left 26 people hurt, including high school students. one commuter bus rear ended another during torrential downpowers, but it's a welcome sight for many areas going through a drought. people are cleaning up after severe flooding made some roads impassable. >> in new york, reporting. there are numerous power outages along the east coast, including in our area. over 7,000 at our last check. remember, wjz is always on for

welcome back. all of this rain we've been having has led to dangerous flooding across the state at this hour. you're looking live at rosedale, pulaski highway and rosedale avenue where emergency crews are on the scene after a car became stuck in high wart. this is also causing numerous traffic delays. >> for those seen -- scenes and others, we have derek valcourt. >> reporter: we're at north point road, an area that has seen flooding. one section of the road has been washed out as the rain continues to rise and rise. some of the creeks are overflowing in this area. i don't know if we can zoom.

this one section, there's a lot of rain and so forth that has washed out the road, the problem, too many people going around the cones, around the barriers, that they have put up to prevent people from trying to go through this standing water. as a result we're seeing, obviously, so many people getting stuck inside the water. bge said several thousand power outages, light rail train delays. branches have been falling. winds pick up outside. that's becoming a problem for a lot of different people. so we're going to keep you posted on what happened. they have opened two emergency centers for people who need to get a shelter because of the rain, because of problems with flooding. one of theme, the atease senior center and the essex senior center. if you're in this area and have ago problem shall those are places you can g we have talked to several people who have

i'm frank kratovil and i approve this message. the real andy harris. buried in his website - a promise to replace the tax code with a 23% sales tax and eliminate the mortgage interest deduction. a bush tax panel said families would pay $6,000 more a year. a reagan tax advisor calls it a very dumb idea. but that's not his only bad idea. harris was the only senator to vote against expanding the child care tax credit and against the state's cancer treatment program. andy harris' extreme ideas will cost us. there are a few more things to point out. there's obviously a whole lot

going on. notice in here a little bet of break in the action. western parts of the state will get break but it's not finished. the other thing i noticed is another band of very heavy rain lining north to south with the bright colors making its way northward. it's like a plume. the heavy rain will pick up once again for the city as we head to the next 10 to 15 minutes. this is spreading to the eastern shore. here's some actual rainfall totals as of 11:00. these are already changing in annapolis at the airport itself. at the naval academy 6.7 inches worth of rain so far. it's also picking up in hagerstown. as far as our warnings, flash flood warning until 4:30. we have the threat of severe weather. a tornado watch is in effect. any of these areas could spin

something up. in addition to that coastal flood warnings in effect. the winds are picking up out of the southeast. look at the wind gust close to 30 miles an hour and that will continue to rise as we head through the afternoon. here's the storm, coming up from the south. the thing i want you to get out of this we're not done. it extends into the deep south where the remnants are spinning around that will continue to feed in this giving us the setup. here's that storm making its way off to the north. tomorrow it does get out of here. we will start to dry up. one more thing before we're done with this. the high tide cycle. baltimore, ft. mchenry tunnel and it varies up and down the bay. the forecast looks like this, a very stormy day. we've got the severe weather, the flooding, the winds picking
